Seven: An Ambassador Strategy and Some Shuttle Diplomacy
A major split among senior White House officials over whether to effectively create a new tax on imported goods has stalled the broader tax overhaul effort on Capitol Hill, with Republicans looking to the Trump administration for leadership on an issue that has drawn fierce resistance, according to several officials with direct knowledge of the matter.
White House chief strategist Stephen Bannon, senior adviser Stephen Miller and National Trade Council director Peter Navarro have all voiced internal support for the creation of a border adjustment tax or something like it. They believe it would incentivize companies to keep jobs in the United States and raise the cost of items that are imported.
But Treasury Secretary Steven Mnuchin and National Economic Council Director Gary Cohn have raised concerns….

Back at Trump Tower, seemingly secure in my position in the Trump White House, I began working in earnest on the transition. To that end – and already fully aware of the Ronald Reagan admonition that “personnel is policy” – I accelerated my work with one of the smartest guys I have ever met, Martin Silverstein.
Martin was a pure Trump trooper, and he had been tasked well prior to Election Day with finding solid Trump loyalists to fill the thousands of “Plum Book” positions in what might be an eventual Trump administration. As one of Martin’s chief talent scouts, I would send him referral after referral, he would do his obligatory vetting, and over time, we assembled a large dossier of folks that could be plugged immediately into the Trump machine, perform at a high level, and provide no worries of any possible disloyalties.
So much for best laid plans. Once Reince Priebus, Katie Walsh, and an ever expanding band of November 9thers seized control of the transition apparatus in New York, Martin Silverstein’s mountain of Trump Loyalist dossiers would find their way quite literally into the trashcan.
That single act of disappearing hundreds of potentially high-ranking Trump officials who would have done yeoman’s work in blowing up the Deep Administrative State and actually getting things done on behalf of the Trump agenda was arguably one of the worst actions taken by Priebus and Walsh.
As for Martin Silverstein himself, Loyalist though he was, he would never be given a position in the Trump administration. It was not that Martin wasn’t promised one – by none other than Jared Kushner. However, like me, Martin would simply get lost in the Original Sin shuffle.
